How to book a Tatkal ticket at PRS? I mean if four persons get reservation under one pnr, how many of them have to submit a photocopy of their id proof and what to write or note down on the photocopy of the id proof?

One is enough but that very person has to make sure that he travels. If he does not travel, then the whole ticket would be deemed as cancelled and any other passenger traveling by that ticket would be regarded as traveling without ticket and shall be dealt accordingly.
The photocopy of the photo identity card needs to be self attested and attached with the requisition form while submitting it to the PRS Clerk.
