Generally, in blogs posts, PRS is being interpreted as a counter where a ticket is issued by a railway person present physically and booking / printing the hard paper ticket OR for such a system. Hence, E or I tickets are not being considered (indicated) being a ticket of PRS.
In fact, PRS is Passenger Reservation System (developed by CRIS and adopted by IR) which is equally applicable to the Counter tickets as well as the E or I tickets (irrespective of the fact that the gateway for E or I tickets is the IRCTC).

sanjay भाई आप सरकारी काउंटर शब्द का ही प्रोयोग करे. अगर आपने पूरा हिंदी में अनुवाद कर दिया और लिख दिया की " यात्री आरक्षn तंत्र " तो फिर लोगो को और दुविधा होगी| :)

विनय जी हम आपसे पुरी तरह से सहमत है -केवल PRS टिकिट से बात स्पष्ट नहीं होती अतः यदि हम PRS COUNTER टिकिट लिखे तो सभी स्पष्ट समझ आयेगा -- धन्यवाद्
