You cannot upload video through the website, for that you should download the Railcal App.
Videos can't be uploaded directly, you can either upload an YouTube link or try using RailCal app, you can login and upload videos, reduces the quality a bit, but does the work.
A funny thing, just be careful not to click on the uploaded video/photo before posting, as it removes it and you'll have to upload again.
