Dear all,
I refer here to the post (61445-24) of Shri Hemant Singatkar about locking by Admins (I am sorry, the earlier post of his was missed by me) and I am there with him. Though I do not support the Idea of 5 but to experiment, it can be started with 2.
Process:
One 1st Admins proposes to lock, the message may be:...

"Name of Admin (as usual)
Blog Entry proposed for Locked.
(*****his observation*****)"
At this level the entry is not blocked but instigates bloggers (including Admins) to respond to it (positive or negative).
At any time meanwhile, if any other Admin (leave apart the first Admin) wish to lock it, he does so and the message may be:
"Name of Admin (as usual)
Blog Entry Locked.
(*****his observation*****)".
Before locking this, the discussion may go forward with opinions whether +ve or -ve.
p.s. : The same process may be thought for Unlocking.
