My sister is an Indian national studying in US. She is is India for VISA renewal process, and she has to travel to some locations through railways. Since her Passport is submitted to US embassy, is it possible for her to travel with US ID proofs like Student ID cards of US university?

Ask her to carry whatever college ID card she has and along with it she can carry a copy of her passport and the supporting document which says that her original passport is in US consulate. That should be good enough to convince the TTE.
