I have no idea, who did this actually. There were lot of super enthusiastic Atlas Monitors at one point of time. They created a lot of freight lines, sheds, sidings etc. Not only that, they also created tracks in neighboring countries as well, like Bangladesh, Pakistan, Sri Lanka etc.
