If there is waitlist in general as well as tatkal, how does railways allot? For example gen WL 25, Tatkal WL 25.

Well, the recent policy is loud and clear , now the first priority is GN wl over CK wl.
Thank you very much for the precise clarity. I appreciate it. I still have one hypothetical query. Let us say there is a person with Gen WL 145 and another with Tatkal WL 1. Will Tatkal WL 1 be cleared only after all Gen WL is cleared. Appears unlikely.
May be the WL in each category is released against cancellations in that category? Is it possible to know exactly how the railway procedure works?

Tatkal WL will get cleared first. All is dependent on the specific quota allocated for it. The amount of Tatkal or General will clear is all dependent on the Railways.

well what i know that its all proportionate. yes obviously the cancellations in that quota leads to clearing the wl of that quota. now on charting the unused berths of various quotas are used to clear both tatkal and general wl in proportion. its not so that gnwl 125 is cleared and then ckwl 1 is cleared or ckwl 25 is cleared and then rac1 is cleared...still it varies from train to train, zone to zone and even class to class...
Thanks to both of you for your patient reply and care. I am touched. It is clear that we cannot be 100% clear and Railways seem to have a lot of discretion. may be there should be a campaign for more transparency of policy.
