What was the distance criteria specified for VM? Because it looks that they are planning to run for 300 - 400 kms than stated. Ig it was around 100-200 kms?
What matters is service. If 400km route performs good then it should get VM Intercity type. While they can also run on a 100km route 3-4 trips a day.
There are regular MEMU/DEMU services operating similar distances. But this one is Air-conditioned and skipping a lot of intermediate halts like a regular Intercity Express does and makes the name 'Metro' redundant.
I guess this is made to replace Intercity trains.
If yes then a lot of VBs can be converted into VMs by marking 4 of the 12 coaches in VM as reserved.
