If the 14203 Varanasi Lucknow Intercity's rake sharing is not canceled in winter, why is it canceled citing fog as the reason?

In my opinion, the Varanasi Bahraich Intercity should not be canceled this year, as many people will come to Ayodhya for darshan in winter.

Its rake sharing should be removed from the Lucknow Intercity and assigned to the Saryu Express instead. The Saryu Express should be extended to Bahraich. This will fulfill the long-standing demand of the people of Bahraich and provide train connectivity for the people of Gonda and Bahraich to Prayag for the upcoming Maha Kumbh.
