Are TTEs just paid to travel on empty berths in 1A? Because I rarely see them coming outside the highest class of a train. For intercity trains, they don't come out of chair cars, for medium distance trains, they confine themselves to 2A, hardly SL.

more... traveled in this train and it was filled with non ticket passengers [definitely not anyone who paid express fare] clogging the SL class and atleast a few in the AC section as well. IR cries about revenue drops when in practise, if they want, they can easily impose steep penalties on these freeloaders and get a giant rakefall. It's not the poor GN class passenger who creates a problem, but these freeloading people who think IR owes them existence.
