what is the procedure to cancel a confirm ticket booked under TATKAL quota ? It would be nice if u can give the rfund details ?

confirmed tatkal ticket is not REFUNDED even if u cancel ZERO-null-no money is refunded refunds only under
1-trAIN late more than 3 hrs from starting point
2-train diverted
3-train cancelled
