I think Indian railway should introduce new range of trains in the form of tatkal train. The booking rules will be same as tatkal rules. As a result of this many problem to some extent can be solve
1) Passengers will get confirm tickets on demand.

Delhi Chennai (Via Nagpur Hyderabad)...which train takes this route? Between...Do you think there is not much demand for tatkal tickets in other routes?
I think running trains as "Specials" or as Berar2 has suggested,running them as "Tatkals" would lead to better "Rake Utilization" there is no doubt about that and yes it will atleast give a lot of passengers to travel like Human Beings rather than cram themselves up in General class coaches in total inhumane conditions.
Tatqal Train:jo train ka koi mai-baap nahi ba wo trainwa ko Tatqal Train kahi matlab agar passinger mili toh chali agar na mili toh naa chali..just like local bus.
