By a publicly known rule or per practice, is there any table of standard timings departing before or reaching after which

Timings are absolute. These has been confirmed to me by the Pantry Car Supervisor of Kolkata Rajdhani and Mumbai Rajdhani. Though there may be slight variation of 10-15 minutes.

May I add that the strictly follow the schedule in 1AC of Rajdhani, which I vouch from self experience. I am not sure about other classes. But the Pantry Supervisor has said that they always try to maintain this schedule in other classes too. Rather in 1AC they serve everything at the convenience of individual passenger. As I always get bed tea at 6:00AM sharp.
