This train already have 3coaches of 3tier . One coach should be replaced by 2tier ac. And 9047/9048 should be augmented by 1 2tier ac coach.

The 1 3A in BSB-DR Exp is empty & u can book it anytime u wish!!
As for Tapti Ganga, The high demand of the train make necessity of 3A & if its replaced with 2A, no of available berth will shrink & mayb @ peak season, most traveller will not get confirm berth & will have to shift into SL (WL Ticket).
Fo IR, 2A is profitable, as they can budget berth lost through fare increased (3A vs 2A)

It is ideal for superfast train 2167/2168 Dadar-Varanasi Express to have AC-2Tier coach additionally. For all practical purposes it is duplicate Mahanagari Express i.e. 1093/1094 and as such it should have AC-2 T. Passengers wish to travel in AC-2T also provided facility is available. Pls check status of 2534/2533 Mumbai-Lucknow Pushpak Express wherein 1-HA1, 1-AC2T and 2-AC3T are available still people do not get reservation in AC if not booked at sufficient advance. Same is case with 2107/2108.
Dont compare BSB-DR with Pushpak, ,,

Checked availabilty. current reservation in AC-3T of 2167/2168 not available. It is a lean period for railway. AC-2T in 2167/2168 is desirable for the benefit of travelling passengers.
