always not downgraded, sometimes in same class it is also released....
When tkt booked from one quota like PQWL or RLWL and HO Quota is relaesed from GN Quota Booking point.... it have to generate a new pnr to release HO / OS quota...
HO like PQ always apply from start-end. If someone has his boarding point as an Intermediate Station and applies for HO then the same has first to be released from the originating station to be then forwarded to the concerned charting station against which the intermediate(boarding) station falls.
Thus, even if class is same PNR's has to be changed as a result of release of emergency quota from the originating station.
Consequently, New PNR's again has to be generated in case of #downgradation of class as well as change of train.
