Means SCR officals has a right to add New train Services (OR) Remove New trains in the List proposed By C.M of AP and sent it to Ministry of Indian Railways?
Usually there will coordination meeting between both SCR & Govt regarding the proposed trains.SCR may not delete them but may suggest to govt about the possibilities of could be introduced or not..Its up to RB to decide it.
KK Is their any Press Release available of SCR & Govt regarding the proposed trains to Railway Budget in Previous Railway Budget
