My Tatkal e-Ticket is under WL 21 and I am not hoping it to get confirmed. Will I get refund for the ticket and how much?

Sir,If your Tatkal E ticket didnt get Confirmed during charting, it will get cancelled automatically and the amount will refunded in your account in 3 working days. No need to worry about that. You dont have to go for TDR option,if it is in complete waitlist status
ticket will be cancelled automatically and money will be refunded into your account automatically, since your ticket was in WL during the time of CHART PREPARED.

CKWL and GNWL have same preferences., no one above the other.

Since your ticket is WL after chart preparation,it will be automatically cancelled and refund amount will credited back to you account in 3-4 days..
