Yes, correct. I was going through a discussion at IRFCA few days back wherein our senior Admin Shri Murli Sir was discussing how he was allowed onboard with a waitlisted ticket with special permission from the Station Master.
so can we conclude that WL travelling in SL is sole discretion of TTE who on duty....

Yes, even in case of an e-ticket but with partial confirmation (i.e., at least one passenger confirmed and rest WL) as long as you adjust within yourselves and not disturb others.
