Train running late by more than 3 hours, so can we file TDR for tatkal e-ticket ?

If the train is late by more than 3 hours from originating station.
Yes in this case you will get full refund. Please file tdr with the screenshot of your pnr and train running status to etickets@irctc.co.in
Then how much amt will deducted, tatkal charge will be refunded or not Sir ?
