The Reservation Supervisor refuses to do Boarding Point change in WL ticket. says only on confirmed tickets Boarding Point change is possible. Is it so?

Check the PNR 2717056057. Boarding point got changed to CNB from NDLS through source. Where the Rule has gone ?????
No such rule exists but some booking clerks deny to change BP of wl ticket or even cnf ticket!!!
u must have a written application signed by a higher railway authority of nearest station,then they change the BP...

Sir it happend to me twice, at CNB and ET prs for changing bp, At CNB they refused first bt later after insisting he did.
At ET they completely refused for it.

I dnt say dear that it cant be happened, i myself had changed the BP twice for WL ticket bt both the times clerk refused, they did it after insisting so much.
Sir sometimes they refuse even with written application of some medical reason, for WL ticket.
