Suppose if i board a sleeper class of any train with a general ticket and ask the TTE for a seat and m ready to pay de difference then can he charge me the penalty even if the seats are available....

if taken permission before boarding, you will not be peanilised... but if found traveling without prior permission, he may penalise you even if there is vacancy
Ok so prior permission is de must.... But suppose if m not able to find the TTE at the station in 2min halt den wat to do.... ?
in such cases, better board General Coach, and try locating TTE at major station.
Only difference of fare unless you have boarded a SF train with M/E General Ticket.
sirji u know de situation of general coaches in indian trains.... anyways no other option left than to search de TTE at de earliest....
