What you say seems very Unique, and could be useful to others as well.
But in this times of internet, the purpose of online booking will be defeated , if every train adopts this idea...
And , as far as I know, Agents are the first to make use of this unique idea, they just press into service their 'man power' to go to PRS, of course through "Mobile Cartel' say agent A is in Bangalore and agent B is in Chennai, A will request B to help him out with...

as in many counters reservation clerks are involved in malpractice along with touts , they wil not ask anything to the touts n simply they wil irritate common peoples !!
The main issue is of strictness, The concerning officers just like DRM should have watch on the counters by placing cameras etc..
For every solution that railway gets to stop malpractices of agents they backfire on the common people only.
Actually, IR is not intent upon changing plights of passengers... If really society becomes free of corruption what will police, politicians and paparazzi news media do...
