What is RDS(rolling deposit scheme) introduced by irctc??? can anyone tell its advantages?? and how to open rds account??

Thanks Jafri bhai.... bt where to open account ...?? i mean any bank or any other authority??
A separate bank account is opened with ICICI Bank Ltd. and HDFC Bank titled
as “ IRCTC-E- Rolling Deposit Account” with Internet Banking viewing facility.
