Since 1904
Taken from moving train. The arm in blue is the driver of the train. The man in khakhi uniform belongs to the railway station. The man in khakhis is giving the token of authority to the driver of the train. Only when a driver has this token he can move the train forward. The driver drops the token of the stretch he already covered and takes the new one. All this happens while the train is on the move. This is Kalka-Shimla way and it is happening since 1904. Incredible India !!

Token System is one of the dangerous system which existed and is extinct almost. exceptional in few regions.
