so can you elaborate how to avail it, it seems to be very convenient way to get a berth
During booking, GN Quota was already running in Waitlist. However 4 Confirmed berths was available against the sector this ticket was booked.
Reason: HWH-LKO and/or HWH-any station beyond LKO may be in GNWL and sharing the quota with the end station. Somebody had booked 4 tickets from HWH-BKP. As a result the berths were vacant from BKP-LKO or any station beyond LKO till which GNWL has been allotted by CRIS.
Thus, at the time of booking this ticket, the person got 4 confirmed berths while the rest were placed in the prevailing GNWL...

It is rather not about the quota. The passenger got lucky against the journey leg he wanted to book. It may also happen that the berths were not booked earlier till BKP but was booked prior to BKP and the same was forwarded BKP onwards living the in-between leg vacant.
