No this is not true.
After chart preparation if your name are appear on chart then you can board the train. ( If your tickets is Confirm or RAC or Partially wait listed )

With RAC Ticket, u can board the train!!
U'll have to share ur berth with co-pssenger, as assigned!!

You can board a train with an RAC ticket but not with a WL one. Initially you will be provided with sitting accommodation and later with a full berth in case of a passenger not turning up for the journey.
Sir you can board the train. Seat will be alloted to you but you will have to share your berthwith co-passanger. Also you have good chance of getting confirmation on chart preparation
