In case if our seat is not confirmed, can we still board the train? I read it on one link on net that we can board the sleeper compartment and can seat on any birth and we won't be charged any fine by TTE, if our ticket is non e-Ticket. Is it true?

Ok. I got it we can't travel with WL non e-ticket thru sleeper coaches.
But, in the same blog, he is saying that we can board the sleeper coach with even general ticket and if TTE approaches us and if there are available seats, then he won't fine us and we need to pay remainder of sleeper ticket and we will get seat. But, if seats are not available, then he will charge us 250/- rs fine as well as remainder of fare. Is it true?

Yes. We can board the train, and talk to the TTE and try to get a confirmation. There are occasions where a W/L ticket also can get confirmed on board. This happens when the number of confirmed passengers who did not board the train are more than the number of allowed RAC seats after chart preparation. If there are seats avaiable, the TTE can allow you to board the train irrespective of what ticket you are holding, GN tkt, WL tkt. He will not straight away charge you 250/- he will first ask you to de-board. If you can't then he will charge you with 250/- or more. 250/- is minimum. W/L ticket is considered as ticket less travel and can be considered as a crime as per rules. If you get a nasty TTE, imagine what happens to you.

I traveled along with a friend on a general ticket from Ujjain to Bhopal on board Malwa Express sleeper class coach. There 2 ticket checkers came and collected Rs50 each and scribbled something on our ticket(Codes). There were about 50 passengers in the coach like this. I guess this is a routine practice in that route. Another TTE came and requested for our tickets and when we showed him the coded ticket he just smiled and left. Guess every route is different. This system was told to us by a TTE at Ujjain platform itself.

Please read 603.C. You have to get a consent of TTE to board the train atleast before 10 minutes of departure, if you have a wait-listed or GN class of ticket. Partially waitlisted ticket holder can board the train without the consent as his/her name would appear on the Reservation Chart after Chart preparation. However you would be entitled for a fine of 250/- or more if you can't get a seat allotted on board. Full waitlisted passengers names would be truncated from the reservation chart, hence the TTE wouldn't know whether your ticket is genuine or fake.
