Hi,
Does the TTE need to wait for the next station if the passenger does not board the train at the starting station (start station for his ticket) or can he assign the seat to someone else before the train reaches next station?

Passengers are supposed to be on their Seat/ berths allotted to them. At the time of TTE checking tickets if passengers are found missing, for no explainable reasons, TTE is at liberty to allot the unoccupied berths/ seats to anyone.
So TTE need not wait for the next station for passengers.

The TC waits for the passenger to board at next station.If the passenger is unable to board even at the next stop the TC will then allot the seat to other passengers.
no such rule to wait. rather the rule states that if passenger does not report to his seat 15 mins before train departure, his seat is liable to be handed over to rac passengers. in practice tte waits for departure, but if you do not report/board at your scheduled station, he is at will to allott it to rac passengers onbooard...
