Earlier CKWL was being given more priority during charting. Is it true that now GNWL is given priority over CKWL during charting?

CKWL is still given priority when seats from other unused quotas are released. However, in the case of an extra coach, the rule has been changed to give priority to GNWL over CKWL.
Trend has shifted to GNWL.
I think there was an internal circular from RB regarding this.
