There was also a proposal for shivajinagar-ltt EMU with limited stops but that was not passed because of the long distance and long running time and that too without any toilet facility on EMus
shatabdi was there but it flopped but before starting intercity some of the AC coaches were withdrawn from the shatabdi and it was running with only 3-4 AC CC rest were non AC CC.
Then they started Intercity.

If not a Shatabdi, a new Daily Superfast ICE shud b introduced...
There is also a great demand for a new train on KR, so a new Ratnagiri-CSTM ICE can b started wid timings:- RN-05:30, CSTM:-10:30,
this train can further continue as CSTM-PUNE S.F. wid timings CSTM:-11:10, PUNE:-14:30
these 2 new trains can have RSA wid the presently running 12127/28 CSTM-PUNE ICE, 12127 reaching...

To add your point, 11014 running between PUNE-LTT is almost empty... I have witnessed everytime this point whenever I travel. If anyone who do not know this, may make use of this train to make their travel plans. Pls note that this is not the case with 11013.
