After waiting for 4 months, this is the reply I got from IR. They can force new trains to enter already flooded MGS-ALD-CNB-NDLS section but cannot divert a weekly train on a less busy section. Reasons are also not clearly mentioned.

Grievance Description : I would like to draw the attention of Ministry of Railways towards the problems faced by people of East Uttar Pradesh working in Bokaro Steel City, Jharkhand. Train number 15021/22 Shalimar-Gorakhpur-Shalimar Weekly Express presently runs via Kharagpur-Tata-Purulia-Bhojudih-Gomoh. I request Railway Board to divert this train to run via Purulia-Bokaro-Gomoh instead of Purulia-Bhojudih-Gomoh as a large population of Uttar Pradesh lives in Bokaro Steel City which needs this train for connecting East Uttar Pradesh. The present route via Bhojudih does not benefit it as Bhojudih is a small census town with large Bengali population and not East Uttar Pradeshi people compared to the industrial city of Bokaro. I request to revise the schedule if possible and divert it via Bokaro as soon as possible.
