To solve the ECoR/VSKP problem, let VSKP made the HQ.
If BBS feels that they doing justice irrespective of location of HQ, then the same 'justice' can be done from VSKP too.
If VSKP becomes the HQ, then files need not pass via BBS and DRM and GM sit at the same location.

That demand came from various groups but has been turned.
Strong political voice needed from vskp end which is not there now.
