To solve the ECoR/VSKP problem, let VSKP made the HQ.
If BBS feels that they doing justice irrespective of location of HQ, then the same 'justice' can be done from VSKP too.
If VSKP becomes the HQ, then files need not pass via BBS and DRM and GM sit at the same location.

HQ at vskp ?? haha funny. Better to have railway board at Vskp so that nothing can be bypassed. No division can bypass GM. Also for ECoR surely BBS is a strategical locations as 90% orissa is in that zone.
