I understand that Railway Booking can be done 60 days in advance. When can I book for 27 October, 2013? On 26 or 27 or 28 August, 2013. Any suggestion will be helpful.

please take a look at our 2-month availability calender to have an idea on ARP for your train.
26th August booking will start friend!! Depends on from where the train starts (source) as well. If it starts the previous day and arrives at your station the midnight of the next day, then the booking for that train will start on 25th August!!
it depends. for which train and from which station. if you book from originating station or on that day, bookings for 27th october will start on 28th august.
