may be for "Paisa Vasooli Funda" from passengers on the name of quality services.
SPL dont arise of their own but are either the outcome of spare rake or combo of various spare coaches in yard (although a complete rake isnt been formed this way but few extra coaches been added to create the complete rake)!!
If the rake which get schedule to run as SPL do have PC, SPL will hav it else there isnt dedicated assignment of PC for SPL!!

in mst specials even if they have pantry due to rsa , pc are locked.
