WL means there exist quota (in any way)..If its Not Available continuous, then implies booking restriction!!
BRC do have individual quota..Even ST dont seem to be assigned with individual quota for 1AC, but booking exist with RLWL option (cleared if unutilised for other RL Journey leg!!

Well,I'm sorry for the info.
WL always means tickets have already been booked for that quota.
While regret / RLWL# 1 means there are NO Quotas.
