There may be a confusion. The 200 Kms. is the minimum chargeable distance for Sleeper Class. It means that even if you travel for a single KM, you need to pay for 200 Kms.
Distance restrictions are train wise and may be quite higher in some cases / trains.

even after distance restictions, reservations are allowed for shorter distance halts also to generate revenue by allotting against the quota for subsequent halts falling under restricted distance. Yet, a W/L ticket holder for such distances / halts is treated as Without Ticket.
