if the availability status shows 'regret'...does it mean that we cannot even book a waiting ticket?? is there any chance that the status will change..and also how can one travel on that day..can TTE issue a wait listed ticket at the platform???

You can purchase a General ticket & check with TTE if he permits you can travel adjusting with your friend.If some cancellations happens before DOJ you can well book a reserved ticket.
