I travelled in feb to matheran at that time also they did not have reservation facility.they issued tickets on the spot. Act
What I observed and found on enquiry was that they have limited rakes and engines. And they keep on changing coach composition. Again capacity in few coaches is different from others.
Even trains runs with delays. So avoid passenger chaos they issue tickets on the spot.
