It means that on charting, your final status has remained at / progressed to (only) RAC. ‘R’ denotes you to be under RAC, B-1, denotes the third AC coach no. 1 and after that the seat number would have been there which denotes one of the side lower berth which you have to share with some other passenger.
Enroute, if the TTE recovers some seats being vacant (because of short leg journey finished by some other passenger/s and not booked beyond till our destination or some passenger/s not turning up from your originating station or later), he can confirm the status and you may get berth.
