First of all, Welcome to IRI, which is generated and Invented be Moderator.
I think so you should book your tickets in "Foreign Tourist (FT)" Quota but only thing is that you have to come to India from USA and with your passport and other ID's and go to ticket counter of Howrah and book the tickets. 100% chances that you will get confirm tickets.
