These were working on the main line so the M-7's aka the local EMU's have to take the 2nd line. the 1st line's DC was cut off during the work.

How will it be beneficial in IR network ? Can it serve as a cross bridge for passengers to board a train standing on the opposite platform, WITHOUT climbing steps of Foot Over Bridge to reach the other side ?

This system isn't present in IR.
as we have low level pf's, mid level pf's and the perfect ramp pf's.
This is for emergency purpose not for regular usage.
