The second train is 11303 and not the 11304(Kop-HYd) as u mentioned in ur original post. (use the train nos instead of names)
Ur suggestion is definitely good for MRJ-KOP public. This will provide a backup kind of support to them. But there are some issues too. (may be its bcoz of my less knowledge, if so I m sorry for that)

guess people always prefer mail/exp over passengers. So if there are considerable people from 11006 and 11036 den dey would be already using services of 11303. Ur suggestion of rescheduling of 51429 will help them in case of late arrival / overflowed 11303.
Secondly treating 11303 as passenger train between Miraj-Kop has a disadvantage too. It will be not fair wid long distance travelers who traveled long towards Kop. If GS coaches of 11303 are not sufficient enough den these travelers will start making crowd in reserved coaches.
The rescheduling of 51429 will be useful for mill workers if and only if their shifts are as per ur proposed TT. And again no of people really coming to Miraj from Kop as mill workers is imp deciding factor. I agree that there are many people in West MH region who makes use of Goa exp and break their journey at miraj. Even though ur proposal seems to help them but it will be difficult when u look at the TT of Goa Exp. The Issue of LTT-UBL pax is not that imp as its just a weekly train.
