I am not sure how many of your read mid-day report on 29-10 for Rajdhani confimed tickets scam. I am wondering how can agent get confirm tickets after chart preparation when train has WL. Ticket shown in MID - DAY reads "Journey CUM Reservation ticket after chart preparation".

I think the "Journey CUM Reservation ticket after chart preparation" means ticket booked from current counter past chart preparation (seems BCT-RTM part would have AVL berth).
The train surely dont have CNF berth for BCT-NZM leg & hence max distance (RTM) was booked (as AVL Current berth), while next leg was proportioned with WL which have high chance of clearance or on board, TTE would find some berth...

newspaper are just making news whr no news at all, if tkts avl then any one can book tkt
if a to b avl , if b to c wl , a to c wl its k , pax also have no awareness that tkts can also be avl for intermediate stns.
