Can a so called Blank ticket be booked for the situation mentioned?

problem is will the clerk issue the ticket since the changeover stations i.e. Bandra terminus and CST are two different stations?
Also if I cancel a blank paper ticket will the cancellation charges will be of two tickets or just of one ticket?
