PRS waiting list ticket is allowed in train? I heard that rules are changed and wl tickets not allowed now.

As per rules No, but can travel in General coach, if u r tkt is WL PRS tkt after charting
so nowdays peoples are fined for traveling in reserved coaches with WL PRS tkt?
though they are not allowed in sleeper class also but people still boarding in sleeper class coaches, giving money to the TTE and travelling just as before..
