even i also thought the same
and evry loco is powerfull but i think WDGs from NGC are not used that much in NFR because most of the WDGs came from either UDL or sbarmati or SGUJ etc.. so that idle loco was sent for the run... may be some other reason also can be there.. experienced RFs can clear this
