Dear Sir,
I have an emegency situation due to which I must need to travel from Bangalore to Eluru. I know that there would be certrain number of berths allocated under emergency quota, so could you please guide me on how to avail this quota and if possible please let me online application procedure. My preference would be to travel in Train # 12864 (YPR-HWH Exp), DoJ: 11th Jan 2011.

You need to get in touch with guys in SBC railway station for the process of allocation of HO quota. You may have to provide reasons as to why emergency travel is required.

Kindly contact the reservation supervisor or station manager with the a evidence of emergency (reasonable)and they will help you. Try.
