what is the meaning of regret/wl 1 . is it waiting list 1 or room regret? should i take the ticket or not?

Thanks for again providing example to some of my main points!
In this case, the Regret status has both current status WL1 and Wl2. The Duty pass quota has a fixed quota and on combination of booking and cancellations, the current status varies!
Regret mean no more ticket can be issued on net
but you can get a ticket from PRS counter

As i written in my first reply Railway has right to unlock such REGRET/WL 1 to facilitate booking if need arises.The CRS has special power to unlock any REGRET status to book ticket(2562 is famous for such booking from BSB for general SL Quota).after booking the status becomes REGRET again.

i have practically booked ticket from PRS when status was regret on IRCTC
