EOG rehna zaroori bhi h. agar HOG fail hua, then coaches ko power generation bandh ho jayega, which will b an issue.

HOG's are separate ports which just needs to b installed. only few locos have them. the Generation system is already present inside the anatomy of the locomotive, just a ports, a few changes are required in order to make HOG capable.
